Create a pet adoptions website?

I am not an animal shelter or a animal organization, I just want to create a website that helps people find pets for adoptions mainly in my area. Kinda like petfinder….is that allowed? do I need legal documents of any kind? I can create the website myself so that part is not the problem. Thanks
i would not be personally going out to the streets looking for animals to place up for adoption, they would be animals that are in shelters already, I would just provide a search type of site where they can find info on shelters in their area.

    I am not good at this either. I would think if this will be your business you will need certification or something on that line although it is a web site. I think finding pets for others would be nice but you will need to make sure the pets are in good condition.
